Most films, especially those made by Michael Bay, place their President of the United States in a dark oval office,  the light of the sun beaming through the blinds, with a tough decision to face, and their decision is usually delivered through a generic dumb action movie line that was long enough to deem the President's presence in the film necessary. But we're not talking about most films. Michael Bay is not included in this countdown. There are some films out there that include a fictional Commander in Chief that, no matter how small their role may be, how dimwitted they might be, or how unfit for office they may very well be, leaves a lasting impression on the viewer. This list gathers presidents from the past, present, future, and galaxies far, far away from ours. These are the greatest fictional movie presidents.

14. President George W. Bush - Harold and Kumar Escape From Guantanamo Bay

Sure, W. is a real man and was for eight years the President of the United States, and like other presidents of the past, he has parodied numerous times on television shows, on the radio, and in this case in films. That's the reason this President Bush is included on this list and not Josh Brolin's President Bush; the portrayal is pure farce, which in turn makes it fictional.

13. President Dwayne Elizondo Mountain Dew Herbert Camacho - Terry Crews - Idiocracy

In 2006, Mike Judge directed his follow up to 1999's "Office Space," which included a still popular Luke Wilson traveling into a dystopian future, where the United States is  run by a dimwitted yet hilarious Terry Crews. The Expendables star is most definitely the only light in this not so bright comedy.

12. President Baxter Harris - Leslie Nielson - Scary Movie 3

Leslie Nielson was the sultan of spoof. No doubt. No question. While that is true, he began his career as a serious actor, portraying the captain of the doomed ocean liner Poseidon in the 1971 disaster film "The Poseidon Adventure." It wasn't until 1980 when he made his first significant comedic performance in "Airplane!," and was a "must have" in almost every spoof film made, including "The Naked Gun" series, Mel Brooks' "Dracula: Dead and Loving It," and the third and fourth films in the "Scary Movie" franchise to name just a few.

Jack Nicholson plays two characters in this sci-fi comedy based on the trading card series of the same name. The film is host to several different story lines revolving around the same event, an alien invasion that could potentially devastate all life on Earth. The film is considered a cult classic laced in Cold War Paranoia, and Jack Nicholson's President Dale plays a pivotal role in bringing this film continued popularity.

10. President Rathcock - Carlos Estevez (Charlie Sheen) - Machete Kills

A great return of the troubled actor, who parodies himself a little bit in this film. His appearance in this Robert Rodriguez film only reinforces the feasible truth that the "Machete" sequel is one of the most outrageous films to be released in the past couple of years, excluding any work done by Quentin Tarantino, of course.

9. The President - Tim Robbins - Austin Powers: The Spy Who Shagged Me

In our universe, Richard Nixon would have been serving in the White House during this time, and it's safe to say that the president portrayed in this film would have been far more controversial. With that being said Tim Robbins' cameo in this spy spoof is still one for the books, or at least entertaining enough for this countdown.

8. President Merkin Muffley - Peter Sellers  - Dr. Strangelove

The British comedian portrayed the President in Stanley Kubrick's satire of The Cold War. In addition to playing the American President, Sellers also portrayed the German titular character, and a British officer in the Royal Air Force. As these three actors, Sellers was nominated for the Academy Award for Best Actor.

5. President Skroob - Mel Brooks - Spaceballs

Occupying the role of villain in this science fiction spoof, President Skroob is only one of the best fictional presidents because, like most on this list, of the actor that portrays him.  Mel Brooks portrays the evil yet vacuous president of a planet galaxies away from ours, as well as the film's parody of Star Wars' Yoda, on top of acting as co-writer, producer and director of the film.

4. President Jackson Evans - Jeff Bridges - The Contender

This 2000 film features Jeff Bridges as a second term president, opting to choose a female Senator as his vice president. Enter Gary Oldman as a Congressman with conflicting interests.

3. President Andrew Shepherd - Michael Douglas - The American President

Pair Michael Douglass with a screenplay by Aaron Sorkin, and you get one of the best political dramas out there. Aaron Sorkin's repertoire includes the White House based television show "The West Wing," and "A Few Good Men," each displaying evidence of Sorkin's knowledge of the inner workings of both executive and military politics, and Michael Douglas' portrayal of Sorkin's Andrew Shepherd is one of the most celebrated presidential portrayals, real or fictional.

2. President Hathaway - Stephen Colbert - Monsters vs. Aliens

The only animated president on this list, for one sole reason: Because he is flat out hilarious. A scene stealer in his every appearance, President Hathaway's naiveté in his presidential duties makes for an entertaining Commander in Chief, and his general lack of overall knowledge makes for great overall entertainment.
